WATTERS CREEK SENIOR GOLF ASSOCIATION

The name of the organization shall be: WATTERS CREEK SENIOR GOLF ASSOCIATION (WCSGA)
The purpose of the WCSGA shall be to provide senior men golfers the opportunity to enjoy golf as a group through a non-profit organization.
Members will consist of men at least FIFTY-FIVE (55) years of age or older.
Membership dues for new members are pro-rated by quarter. Full annual membership is $20. Annual membership renewals are $15 and are due by December 31. Renewals after December 31 are considered delinquent and will cost $20.
All new members will either participate in the Callaway Handicap Scoring System or will provide a verifiable Handicap Index. Tournament scores for the first two rounds will be double entered into the WCSGA Handicap System followed by single entry of scores thereafter.
The Officers of WCSGA shall form the basis of the Executive Board and serve two year rotating terms. The Executive Board consists of the President, Vice-President, Secretary, Treasurer and rotating Board Members.

The outgoing elected officers will rotate into these Board positions for a one-year period.
The Appointed Officers are:
Handicap Chairman – Establishes and maintains all handicaps
Website Manager – Maintains the web site as required
Officers will be elected to two-year terms. The President shall choose an election Committee to nominate candidates for officer positions. The Committee will provide recommendations to the President and an election will be held at a general membership meeting. New officers will take office on January 1 unless otherwise specified by the Board.
Should an Officer resign or vacate his position, the Board will appoint a member in good standing to complete their term until the next election of officers occurs.
OFFICERS AND THEIR DUTIES
President – Shall serve as Chief Executive Officer
The President shall preside at all WCSGA Executive Board and regular membership meetings, appoint Chairmen for all committees, and oversee all activities of WCSGA.
Vice-President – Shall serve as Tournament Director and act as CEO in the absence of the President
The Vice-President will preside over the tournament committee and be responsible for the planning and implementation of all golf tournaments. The Vice-President will prepare the yearly WCSGA Schedule and plan and execute tournaments on a timely basis.
The Vice-President, or his designated assistant, will rule on all USGA and WCSGA local golf rules.
Treasurer – Shall maintain Membership Records and Finances
The Treasurer will review and register new member applications, collect dues and notify Board members of all members in good standing. The Treasurer will maintain WCSGA’s bank accounts including Hole-in-One funds, and see that all bills are paid promptly. He will prepare financial reports for presentation to the membership at WCSGA membership meetings and quarterly to the Officers. The Treasurer will maintain the official record of all eligible members and ensure that records of members are accurate and current. He will report all new and deleted members to the Handicap Chairman and to the Secretary.
Secretary – Shall Monitor Meetings and Document and Disseminate Correspondence
The Secretary will record the minutes of all membership and Executive Board meetings, publish meeting minutes on the web site, and maintain a contact roster for all members. The Secretary will also use e-mail to send out welcome letters and notices and keep the membership informed.
Handicap Chairman – Shall Maintain Handicaps
The Handicap Chairman will establish and maintain all member handicaps in accordance with USGA guidelines. He will enter all official scores into the handicap system and will provide the results for posting on the website.
Website Manager – Shall Maintain the WCSGA Website
The Website Manager will maintain the WCSGA website, posting updates in a timely manner.
Board Members – Shall Provide Advice and Assistance to WCSGA Officers
Board members will provide assistance and counsel to WCSGA Officers. These positions are filled by the outgoing officers.
The Executive Board has the authority to appoint committees to carry out all activities of WCSGA.
The By-Laws may be amended at any membership meeting. Proposed amendments must be sent to the members, from the President, at least 15 days in advance of the membership meeting. Amendments to the By-Laws will be approved by a simple majority vote of the members at that meeting.
A full membership meeting will be held at least once a year. Additional meetings may be called as deemed necessary by the President.
The income of the Association is based on the annual dues and interest earned from Association deposits. .
Association funds will be maintained at an insured financial institution approved by the Board. Either the Treasurer or the President will be authorized to sign Association checks, subject to the approvals required below. Any expense over $200 must be approved by both the President and the Treasurer. Any expenses to be reimbursed to the Treasurer must be approved by the President.
The Treasurer will present a financial report at the Annual Meeting. This report will include details of Association bank account(s) and income and expenditure for the year. The Treasurer will also provide WCSGA Officers with a financial report on a quarterly basis.
The WCSGA will support side games during tournaments. Funds collected for the Hole-In-One side game will be deposited and maintained by the Treasurer. Hole-In-One payouts will be in accordance with published procedures. Money for the Closest to the Pin side game will be collected by the Side Game Committee and paid out in cash to the winners immediately following the tournament.
WCSGA LOCAL RULES OF GOLF
Approved by the Board; Effective June 15, 2017
The following rules will apply to all tournaments. These rules have been reviewed and approved by the Board of Officers and may be amended as necessary by the Board. Current USGA rules of Golf will apply during play with the following exceptions as per Rule 33.8, which allows Local Rules that provide for abnormal conditions.
Violation of Rules. Any questions concerning these rule interpretations will be addressed with other members of the playing group at the time of occurrence. Any unresolved disputes should be noted and brought to the attention of the Committee, or their representatives, immediately following play.
- NO MULLIGANS ARE PERMITTED .
- FOURTEEN (14) CLUB RULE IS WAIVED.
- MAXIMUM STROKES. Maximum of three (3) strokes over Par are to be taken and recorded on any hole, except in Match Play, where the hole is played out until it is either won, halved or conceded.
- BALL SEARCH TIME. The time allowed to search for a ball is limited to 3 minutes.
- Putting Out. The final putt on a hole must be holed out. No Gimmees.
- Green Imperfections. Any imperfections (spike marks, ball markers, etc.) can be repaired without penalty, prior to putting.
- Unattended Flagstick. There is no penalty if a ball played from the putting green hits a flagstick in the hole; players may putt without having the flagstick removed.
- Substituted Ball. A “putting ball” cannot be substituted unless the original ball is lost or damaged.
- MOVING AND CLEANING THE BALL. The ball may be moved one club length in either the fairway or the rough, through the green, but not in a hazard, and no closer to the hole. The ball cannot be moved from the rough to the fairway. The ball may be cleaned after each shot, except in a hazard.
- HITTING THE WRONG BALL. In Stroke Play, if a competitor makes a stroke or strokes at a wrong ball, he incurs a penalty of two strokes. In Match Play, if a player makes a stroke at a wrong ball, he loses the hole.
- CASUAL WATER AND /OR GROUND UNDER REPAIR. Casual water is any temporary accumulation of water on the course that is not in a water hazard and is visible before or after the player takes his stance. Ground Under Repair is marked with white lines. It also includes areas where work is in progress, but not marked, such as dirt piled up in the areas scraped to bare earth. A player gets relief by dropping a ball one club length of and not nearer the hole than the nearest point of relief. (ref USGA Rule #25-1-b-i).
- WATER HAZARDS AND LATERAL WATER HAZARDS. (Ref USGA Rule #26-1). Note if a hazard is not marked, then per USGA 33, it is up the player, with help from his playing group, to determine where the yellow or red stakes/lines would be placed and play from that location.
Important Note: After taking relief, and putting the ball in play, the player is entitled to move the ball one club length in accordance with Rule 6.
- WATER HAZARD (YELLOW STAKES/LINES). Players options (relief) are:
- Play the ball as it lays, NO PENALTY.
- Under penalty of one stroke, play a ball as nearly as possible at the spot from which the original ball was last played
- Drop a ball behind the water hazard, keeping the point at which the original ball last crossed into the water hazard directly between the hole and the spot on which the ball is dropped, with no limit on how far behind the water hazard the ball may be dropped.
- LATERAL WATER HAZARDS (RED STAKES/LINES).
- As additional options available only if the ball last crossed the margin of a lateral water hazard:
- Drop a ball outside the water hazard within two club lengths of and not nearer the where the original ball last crossed the margin of the lateral water hazard or
- Drop a ball at a point on the opposite margin of the water hazard equidistant from the hole.
10. LOST BALL AND OUT OF BOUNDS. This Local Rule is used to speed up play. If a ball goes out of bounds, the player may advance to the point where the ball is presumed to have gone out and under penalty of one stroke, drop a ball within two club lengths of where the ball went out of bounds, not nearer the hole.
If a ball is lost (outside a hazard) and has not been found within 3 minutes, the player is entitled to drop a ball in the vicinity where the ball was lost, no closer to the hole, under penalty of one stroke.
Important Note: After taking relief, and putting the ball in play, the player is entitled to move the ball one club length in accordance with Rule 5.
- BUNKERS. Play the ball as it lies, EXCEPT if the ball is in an abnormal ground condition such as a footprint, divot, eroded area, mud, or standing water. A player may pick up the ball and place it in another area of the bunker, no closer to the hole. As a last resort, the player may lift the ball, rake, and place the ball as close to the original position, without penalty. Stones may be removed without penalty.
- DISTANCE MEASURING DEVICES. Distance measuring devices are authorized. Devices that measure other conditions such as ground slope, wind speed and temperature are not authorized (USGA Rule 14-3).
- DROP AREAS.
- Drop Zones. Drop Zones are available on par 3 holes #3, #9, and #16, as well as Hole #6.
- Hole #6 Rule. The player must attempt a shot to the green (across the creeks) before moving to the drop area.
- HOLE #6 OUT OF BOUNDS. The “island” in the middle of the hazard is out of bounds and not in play.
- SCORE KEEPING. Players are responsible for confirming their scores on each hole. Scorecards should always be exchanged before start of play. Scores should be recorded by two members of the group and at the end of play, scores reconciled for accuracy. Each member is responsible for assuring his score is correct before it is turned in to the official scorer.
